He Peihua was born in 1957. In 1978, Mr. He was successfully admitted to Zhanjiang Normal College for bachelor's study in English. After graduation, he became an English teacher for successive four years. In 1985 he studied in China University of Political Science & Law for a second bachelor's degree. Later, he started postgraduate study in civil and commercial law in the same university under the instruction of Mr. Jiang Ping, a famous jurist, then graduated in 1989. In the following years, he had been dealing with foreign-related legal affairs in the position of Deputy Division Chief, Division Chief and Deputy Director of Legal Department in the Guangdong Sub-Council of China Council for the Promotion of International Trade (CCPIT) and the Commission for Foreign Economic Relations and Trade (COFERT). In

1993, Mr. He established Guangdong International Business Law Firm supported by COFERT. In August 2000, he, as a visiting scholar, went to the Law School of Columbia University, U.S.A for one-year study and research. Meanwhile, he did his postgraduate study in international commercial law in California University, and conducted doctorate research in civil and commercial law in China University of Political Science & Law. He was also specially invited by Now York University as a researcher.

Mr.He is proficient in English and has abundant experience in foreign-related affairs. He tackles many influential cases. The case worth mentioning is American citizens vs. Chinese fireworks factory which was specifically reported by mass media throughout the country such as CCTV, GDTV, People Daily, Law Daily and Yangcheng Evening News, etc. In this case, Mr.He, the litigation lawyer, successfully reduced the loss of $400 million for his clients.

Besides arbitration and litigation, Mr He deals with a lot of foreign investment projects as well as purchase, mergers and equity transfer of large companies. The typical cases are providing legal service to the World's TOP 500 Enterprises and Mortgan Stanley in the course of purchasing the unhealthy assets from China. Mr He also helps many large-scale state-owned entreprises to restructure their assets, such as the GuangDong SamSung Corporate in which the assets concerned is about RMB 1 billion.

Mr.He also takes part in compilation of Foreign Economic Law of China (published by China Technology Press),Principles & Application of the New Contract Law (published by the Publishing House of People's Court), The Law of Real Estate (published by the Law Press) and The Civil and Commercial Law Review (published by FangZheng Press). In addition, he contributed a lot of thesises to widely-circulated journals.

He now holds the membership of China Law Association, China Maritime Law Association, Asian-Pacific Law Society, China International Economic Law Council, and Guangdong Law Association. Besides, he is also appointed as legal advisor by the Foreign Trade & Economic Cooperation Chamber of Guangdong and the legislative Counselor of the Standing Commission of People's Congress of GuangDong Province.
